Icenogle Seaver Pogue, P.C. serves as legal counsel to a number of transportation agencies financed by user-based or tax-supported revenues.  The Firm’s attorneys are general counsel to Colorado’s three public highway authorities:
  • E-470 Public Highway Authority
  • Northwest Parkway Public Highway Authority
  • Jefferson Parkway Public Highway Authority
In connection with these clients, the firm provides all legal services to these clients, except for specialized services such as bond/tax counsel and environmental law. As needed, the firm coordinates the contributions of special counsel.

The Firm also provides transit-related services, which includes or has included legal services to these clients:
  • Pikes Peak Rural Transportation Authority, contributing approximately $7 million per year to Colorado Springs’ transit agency
  • Rocky Mountain Rail Authority, comprising more than 50 municipalities and counties and studying the feasibility of high speed passenger rail service in Colorado
  • Southeast Transportation Authority, comprising one municipality and three metropolitan districts and providing circulator bus service in the Denver Technological Center area (which service has now been absorbed by the Regional Transportation District)
  • Lincoln Station Metropolitan District, a transit oriented development (TOD) in the South I-25 corridor of the Denver metropolitan area.
